The Covid‐19 pandemic highlighted the need to examine public trust in the U.S. Food and Drug Administration (FDA) vaccine approval process and the role of political influence in the FDA's decisions. Ensuring that the FDA is itself trustworthy is important for justifying public trust in its actions, like vaccine approvals, thereby promoting public health. We propose five conditions of trustworthiness that the FDA should meet when it reviews vaccines, even during emergencies: consistency with rules, proper expert or political decision‐makers, proper (...) decision‐making and noninterference, connection to public preference, and transparency of both reasons and procedures. The five conditions provide a road map of procedural and substantive requirements, which the FDA has variably implemented, focused on ensuring appropriate influence of political interests. While being a trustworthy agency cannot guarantee the public's trust, implementing these conditions builds a groundwork for public trust. (shrink)

Chlorpromazine efficacy in schizophrenia was observed 60 years ago. Advances in pharmacotherapy of this disorder have been modest with effectiveness still limited to the psychosis psychopathology and mechanism still dependent on dopamine antagonism. While a look backward may generate pessimism, future discovery may be far more robust. The near future will see significant changes in paradigms applied in discovery. Rather than viewing schizophrenia as a disease entity represented by psychosis, the construct will be deconstructed into component psychopathology domains. Each domain (...) will represent a clinical target for aetiologic and therapeutic discovery. Research on pathophysiology will shift to the neural circuit level in relation to specific behavioural constructs. Progress at the molecular, genetic, cellular and network levels will be more robust. The behavioural paradigm will map on to the deconstructed clinical paradigm and in the process discovery will cut across current classification boundaries. (shrink)

We consider a class of dynamic tournaments in which two contestants are faced with a choice between two courses of action. The first is a riskless option (“hold”) of maintaining the resources the contestant already has accumulated in her turn and ceding the initiative to her rival. The second is the bolder option (“roll”) of taking the initiative of accumulating additional resources, and thereby moving ahead of her rival, while at the same time sustaining a risk of temporary setback. We (...) study this tournament in the context of a jeopardy race game (JRG), extend the JRG to $N > 2$ contestants, and construct its equilibrium solution. Compared to the equilibrium solution, the results of three experiments reveal a dysfunctional bias in favor of the riskless option. This bias is substantially mitigated when the contestants are required to commit in advance how long to pursue the risky course of action. (shrink)

The authors respond to a letter by Mitchell Berger in the March‐April 2024 issue of the Hastings Center Report concerning their essay “Securing the Trustworthiness of the FDA to Build Public Trust in Vaccines.”.

Participants in clinical studies are frequently unable to remember study information for the duration of their participation in the research. Along with a nine-member work group and a seven-member advisory group, we determined that six elements of consent are necessary to uphold the validity of consent over time: awareness of ongoing participation; understanding the right to withdraw; understanding that withdrawal will not influence other treatment options; knowledge of the general purpose of the research; knowledge of potential risks of participation; and (...) understanding of the differences between traditional, individualized clinical care and standardized treatment during research participation. Based on these important elements, we developed an Assessment of Sustained Informed Consent as a tool to periodically review a protocol’s essential elements with its participants. We hope this will be a useful means of confirming research participants’ continued knowledge of the critical elements of consent, and of identifying those subjects who need reminding. (shrink)

High-spin states in the odd-odd N = Z nucleus Co-54 have been investigated by the fusion-evaporation reaction Si-28(S-32,1 alpha 1p1n)Co-54. Gamma-ray information gathered with the Ge detector array Gammasphere was correlated with evaporated particles detected in the charged particle detector system Microball and a 1 pi neutron detector array. A significantly extended excitation scheme of Co-54 is presented, which includes a candidate for the isospin T = 1, 6(+) state of the 1f(7/2)(-2) multiplet. The results are compared to large-scale shell-model (...) calculations in the fp shell. Effective interactions with and without isospin-breaking terms have been used to probe isospin symmetry and isospin mixing. A quest for deformed high-spin rotational cascades proved negative. This feature is discussed by means of cranking calculations. (shrink)

Two rotational bands have been identified and characterized in the proton-magic N = Z + 1 nucleus Ni-57. These bands complete the systematics of well-and superdeformed rotational bands in the light nickel isotopes starting from doubly magic Ni-56 to Ni-60. High-spin states in Ni-57 have been produced in the fusion-evaporation reaction Si-28(S-32, 2p1n)Ni-57 and studied with the gamma-ray detection array GAMMASPHERE operated in conjunction with detectors for evaporated light charged particles and neutrons. The features of the rotational bands in Ni-57 (...) are compared to those of neighbouring isotopes and interpreted by means of configuration-dependent cranked Nilsson-Strutinsky calculations. The two observed high-spin bands are considered signature partners and assigned to configurations with one 1g(9/2) proton and one 1g(9/2) neutron, resulting in an unambiguous understanding of the energetically favoured signature alpha = -1/2 band but a somewhat less satisfactory description of the signature alpha = +1/2 band. We begin by presenting William of Ockham's various formulations of his principle of parsimony, Ockham's Razor. We then define a reaction mechanism and tell a personal story of how Ockham's Razor entered the study of one such mechanism. A small history of methodologies related to Ockham's Razor, least action and least motion, follows. This is all done in the context of the chemical (and scientific) community's almost unthinking acceptance of the principle as heuristically valuable. Which is not matched, to (...) put it mildly, by current philosophical attitudes toward Ockham's Razor. What ensues is a dialogue, pro and con. We first present a context for questioning, within chemistry, the fundamental assumption that underlies Ockham's Razor, namely that the world is simple. Then we argue that in more than one pragmatic way the Razor proves useful, without at all assuming a simple world. Ockham's Razor is an instruction in an operating manual, not a world view. Continuing the argument, we look at the multiplicity and continuity of concerted reaction mechanisms, and at principal component and Bayesian analysis (two ways in which Ockham's Razor is embedded into modern statistics). The dangers to the chemical imagination from a rigid adherence to an Ockham's Razor perspective, and the benefits of the use of this venerable and practical principle are given, we hope, their due. Canada’s commercial seal hunt has been the subject of controversy for over 40 years. Much of the debate has centered on the question of humane killing. The reality, however, is that debates about commercial sealing are political debates involving conflicting values and ethics. We argue that the time has come for conservationists, scientists, managers of free-living animals, bureaucrats, politicians, and society at large to think beyond populations and ecosystems and consider also the well-being of individual, sentient animals. Students may engage in study of global issues in any number of venues, perhaps through a world geography class, within world literature, or as part of (...) a course in Earth science. They would likely be exposed to readings, Web sites, and videos about the nature and extent of problems. Teachers might engage them in small and large group discussions of problems, and, ideally, there would be some consideration of what they might do as citizens. Such processes, their outcomes, and subsequent civic directions are generally not regarded as aesthetic acts, however. One is likely to consider the aesthetic value of a piece of art, a song or poem, movie or performance, but to speak of activities like teaching global issues being aesthetic seems discordant.Yet, this is not so within John Dewey's notion of aesthetics. He argues that aesthetics can exist outside of museums and beyond theaters, potentially in social discourse. Activities like public talk, while not as inherently pleasing as listening to music, have the potential to be experienced as aesthetic:Hence an experience of thinking has its own esthetic quality. Constructivist orientations in teaching, for example, have contributed to shifting the manner of teaching but have done relatively little to reframe the ends of learning. Metaphorically, constructivism is a spoon of sugar to help swallow the bitter pill that is learning for and as work. What is lacking in this conceptualization, according to Parker Palmer, Nel Noddings, and Aostre Johnson, is an aesthetic and spiritual rationale for learning that honors the sanctity of students beyond their academic capacities, values the processes of learning as much as its outcomes, and seeks a space for learning that is transcendent.4What we seek in this article with Dewey, then, is an antidote for the malaise that has befallen curriculum, one that is rooted in an aesthetic way of thinking instantiated in a most unlikely candidate: teaching about global issues. We begin by briefly outlining some of Dewey's thinking related to aesthetics, particularly as it germinated in his career and biography. We then turn to the work of contemporary scholars in education who have similarly found value in Dewey's notion of aesthetics. Finally, we draw an illustration from a recent study of student focus groups engaged in reading global media. This student conversation about the potential cataclysm of global warming demonstrates the surprising capacity of such bleak policy discussions to generate aesthetic moments. In the nineteenth century, farmers, doctors, and the wider public shared a family of questions and anxieties concerning heredity. Questions over whether injuries, mutilations, and bad habits could be transmitted to offspring had existed for centuries, but found renewed urgency in the popular and practical scientific press from the 1820s onwards. Sometimes referred to as “Lamarckism” or “the inheritance of acquired characteristics,” the potential for transmitting both desirable and disastrous traits to offspring was one of the most pressing scientific questions (...) of the nineteenth century. As I argue in this paper, Carpenter’s religious commitments to abolition and the temperance movement shaped his understanding of heredity. But this also committed him to a body of evidence for the inheritance of acquired characteristics that was coming under criticism for being untrustworthy. Carpenter used his popular treatises on physiology to promote these older, familiar ideas about heredity because they provided vital means of arguing for the unity of mankind and the hereditary dangers of intemperance. While early nineteenth century physiology has been seen by some historians as a challenge to religious authority, given its potentially materialist accounts of the body and the actions of the soul, this paper demonstrates how the missionary and institutional activities of the Unitarian church were ideologically supported by Carpenter’s publications. An influential strand of neo-Aristotelianism, represented by writers such as Philippa Foot, holds that moral virtue is a form of natural goodness in human beings, analogous to deep roots in oak trees or keen vision in hawks. Critics, however, have argued that such a view cannot get off the ground, because the neo-Aristotelian account of natural normativity is untenable in light of a Darwinian account of living things. This criticism has been developed most fully by William Fitzpatrick in his (...) book Teleology and the Norms of Nature . In this paper, I defend the neo-Aristotelian account of natural normativity, focusing on Fitzpatrick's arguments. I argue that a natural goodness view is not impugned by an evolutionary account. Nor can neo-Aristotelian life form judgments be replaced by an evolutionary view of living things. (shrink)

Whewell, William (b Lancaster, England, 24 May 1794; d Cambridge, England, 6 March 1866) Born the eldest son of a carpenter, William Whewell rose to become Master of Trinity College, Cambridge and a central figure in Victorian science. After attending the grammar school at Heversham in Westmorland, Whewell entered Trinity College, Cambridge and graduated Second Wrangler. He became a Fellow of the College in 1817, took his M.A. degree in 1819, and his D.D. degree in 1844.

We tend to suppose that the ancient Greeks had primitive ideas of the self, of responsibility, freedom, and shame, and that now humanity has advanced from these to a more refined moral consciousness. Bernard Williams's original and radical book questions this picture of Western history. While we are in many ways different from the Greeks, Williams claims that the differences are not to be traced to a shift in these basic conceptions of ethical life. We are more like the ancients (...) than we are prepared to acknowledge, and only when this is understood can we properly grasp our most important differences from them, such as our rejection of slavery. The author is a philosopher, but much of his book is directed to writers such as Homer and the tragedians, whom he discusses as poets and not just as materials for philosophy. At the center of his study is the question of how we can understand Greek tragedy at all, when its world is so far from ours. Williams explains how it is that when the ancients speak, they do not merely tell us about themselves, but about ourselves. _Shame and Necessity_ gives a new account of our relations to the Greeks, and helps us to see what ethical ideas we need in order to live in the modern world. Drawing on a passage from Ramsey's Truth and Probability, we formulate a simple, plausible constraint on evaluating the accuracy of credences: the Calibration Test. We show that any additive, continuous accuracy measure that passes the Calibration Test will be strictly proper. Strictly proper accuracy measures are known to support the touchstone results of accuracy-first epistemology, for example vindications of probabilism and conditionalization. We show that our use of Calibration is an improvement on previous such appeals by showing how it answers (...) or sidesteps problems that have been raised for previous work in this area. (shrink)

Bernard Williams's remarkable essay on morality confronts the problems of writing moral philosophy, and offers a stimulating alternative to more systematic accounts which seem nevertheless to have left all the important issues somewhere off the page. Williams explains, analyses and distinguishes a number of key positions, from the purely amoral to notions of subjective or relative morality, testing their coherence before going on to explore the nature of 'goodness' in relation to responsibilities and choice, roles, standards, and human nature. The (...) final chapters make a fascinating enquiry into what morality is about, looking beyond happiness to other human aims and ideals. Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. Discusses what is involved in describing a person as responsible: she has responsibilities that she is duty-bound to undertake, and may be held responsible when she fails to fulfill these. Considers why societies and organizations divide responsibilities between persons. Also considers how questions of responsibility arise in the spheres of morality, law, organizational life and politics, and how different modes of holding responsible may be appropriate in each. Concludes with a brief discussion of some questions about collective responsibility.

Are interpersonal comparisons of desire possible? Can we give an account of how facts about desires are grounded, that underpins such comparisons? This paper supposes the answer to the first question is yes, and provides an account of the nature of desire that explains how this is so. The account is a modification of the interpretationist metaphysics of representation that the author has recently been developing. The modification is to allow phenomenological affective valence into the “base facts” on which correct (...) interpretation is grounded. To use this extra resource within that theory to vindicate interpersonal comparisons, we will need to appeal rational connections between level of valence and level of desire, which this paper sets out and examines. Plato articulates a deep perplexity about inquiry in ?Meno's Paradox??the claim that one can inquire neither into what one knows, nor into what one does not know. Although some commentators have wrestled with the paradox itself, many suppose that the paradox of inquiry is special to Plato, arising from peculiarities of the Socratic elenchus or of Platonic epistemology. But there is nothing peculiarly Platonic in this puzzle. For it arises, too, in classical Indian philosophical discussions, where it is formulated with (...) great clarity, and analysed in a way that casts it in a new light. We present three treatments of the puzzle in Indian philosophy, as a way of refining and sharpening our understanding of the paradox, before turning to the most radical of the Indian philosophers to tackle it. The Indian philosophers who are optimistic that the paradox can be resolved appeal to the existence of prior beliefs, and to the resources embedded in language to explain how we can investigate, and so move from ignorance to knowledge. Highlighting this structural feature of inquiry, however, allows the pessimist philosopher to demonstrate that the paradox stands. The incoherence of inquiry is rooted in the very idea of aiming our desires at the unknown. Asking questions and giving answers rests on referential intentions targeting objects in a region of epistemic darkness, and so our ?inquiry sceptic? also finds structurally similar forms of incoherence in the pragmatics of interrogative discourse.
